Inbound Link Quality (ILQ) rating system works as how many dir.yahoo.com, DMOZ, EDU and GOV inbound links a site has. Yahoo links get 1 point (you get an average of 15 links per Yahoo Directory submission), each DMOZ link get 30 points, each EDU link is given 45 links, and each GOV link gets 67 points. The points are all added up and that gives you the ILQ Rating.
